As a user of the ATT&CK Navigator, I want the ATT&CK Matrix to be laid out aesthetically.

Improvements should be make to the alignment of technique cells in order to prevent minor vertical offsets between cells in adjacent tactic columns.

Implemented in feature/cell-align and merged into develop.
