Follows [`ember-modifier` v4 migration guide](https://github.com/ember-modifier/ember-modifier/blob/v3.2.5/MIGRATIONS.md#function-based-modifiers) to remove deprecations added in v3.2.0 and makes addon compatible with 4.x. Also introduces `ember-modifier-scenarios` job to verify compat in CI.
