What does your PR fix? Fixes [darknet] yolo v4 weights's hash need to update #15256
When building the latest darknet, if you use the two features of [weights] and [weights-train], it will display a hash value error and need to be updated. The file cannot be downloaded normally, and it can be used normally after the update.
All the features are tested successfully in the following triplets:
x86-windows
x64-windows
