update Microsoft.SqlServer.Migration.Assessment to 1.0.20220816.40 #1642

Updating Microsoft.SqlServer.Migration.Assessment version to one with a lower System.ComponentModel.Composition dependency to 4.6.0 to fix sql project build failing in ADS. I verified that the build error reported in microsoft/azuredatastudio#20368 is fixed by this update and @raymondtruong also verified that everything still works as expected in the migration extension.
