Add an option to back up created / edited workspaces

Description of the new feature / enhancement

We'd like to back up our created / edited workspaces. The problem is that if we restore our PowerToys backup on a new PC, workspaces aren't restored.

Scenario when this would be used?

Add Backup and Restore buttons in Workspaces Editor. Or click Backup / Restore in PowerToys Settings>General to back up / restore workspaces.

Supporting information

If we click Backup in PowerToys Settings>General, any created / edited workspaces should be backed up along with customised PowerToys settings. If we click Restore in PowerToys Settings>General, any created / edited workspaces should be restored along with customised PowerToys settings.
