Description of the new feature / enhancement

To be able to backup settings, workspaces, and tool options for restore on a new computer.

Scenario when this would be used?

Computer1 is configured with Workspaces and FanzyZones locations. A backup is taken and restored on Computer2.

On Computer2 launching the Workspace or attempting the snap to FancyZones with no further interaction with PowerToys should act the same as Computer1.

Supporting information

Currently backups do not bring over the workspaces, which seem to be store here by default:

c:\Users\USER\AppData\Local\Microsoft\PowerToys\Workspaces\workspaces.json

Backups do bring over FancyZones but do not select the same one that was selected when the backup was taken.
