New structure and rename for tools, docs and quickstart folder

The following updates were made :
In the docs folder,

• Renamed folder and files to follow standard format
• Updated the links to point to the new folder/file names

Created the new tools folder,

• Created the benchmarking folder
• Restructured the files to include inference and llm_eval_harness.
• Deleted the tokenizer folder

Under recipes updated the quickstart folder ,

• Added finetuning, inference, RAG folders under it
• Updated file and folder names to follow the standard format and the links that point to them

@pia-papanna thanks for the PR, as synced offline it is missing the tokenizer updates to make the code functional in benchmark folder. It will need a quick follow up PR but doesn't block this PR to land for quick turn arounds.
