feat(vm): Support missed storage invocation limit in fast VM #3548

What ❔

Supports the missed storage invocation limit in the fast VM.

This is a missing piece of functionality to bring the fast VM on par with the legacy one.

PR title corresponds to the body of PR (we generate changelog entries from PRs).
Tests for the changes have been added / updated.
Documentation comments have been added / updated.
Code has been formatted via zkstack dev fmt and zkstack dev lint.
