Set static copyright year to 2021 in all relevant files #2437

Issue

In line with the discussions in python/cpython#126133, it has been decided that updating the copyright year each year is unnecessary and creates redundant churn. This practice has been discontinued in Python repositories, and we are applying a similar approach here.

Description

All copyright headers have been updated to a static year of 2021.
This year is chosen as it marks the first end-user release of the MI project, and continuing to update it annually is no longer required.

Acceptance Criteria

Review the files listed to ensure that the copyright headers have been correctly updated to # Copyright (C) 2021 ISIS Rutherford Appleton Laboratory UKRI.

Confirm that there is no outdated or unnecessary year information.
