All of the current unit tests I have for sigproc.py and are specific to the files I have on my system. We could consider either completing pure-python tests or uploading (small) .fil files to use in testing.

Closing with previous addition of TestingBlock, which let's you send an arbitrary numpy array into a ring buffer.
