Summary
With centos reaching end-of-life the build for tap-postgres has started to fail, as the Postgres database image built as part of the workflow fails to build since it's based on centos.
Fix
Change base image to fedora, upgrade Postgres to v15 and bring in newer pgshpere version for PG15 from cadc.
Note:
This image was being used for the mock-postgres, it no longer is used, so perhaps worth removing in the future.
