Bump tough-cookie and jest-cli

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [jest-cli](https://github.com/jestjs/jest/tree/HEAD/packages/jest-cli). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `jest-cli` from 24.9.0 to 29.7.0
