Added Github action for building docker container on pull requests and merges into main.
Docker container will now be build on PR but only published on release.

This PR adds a Dockerfile with conda yml file for installing palom inside the container. It also adds a workflow file that will build containers on PRs to main but only publish them to ghcr on release.
