feat(kds): experimental event based watchdog

Checklist prior to review

A test of experimental event-based watchdog for KDS.
I tested it manually with E2E test and it looks ok. We want to deploy this on our dev environment to see the perf gain. This might be a default, but for now we want to put it behind a flag.

The idea is instead of querying DB resources every X interval we react on postgres events and only generate snapshot for changed resources. Every Y interval we do a full resync if for some reason we lose the event.

• This will not break child repos: it doesn't hardcode values (.e.g "kumahq" as a image registry) and it will work on Windows, system specific functions like syscall.Mkfifo have equivalent implementation on the other OS --

• Do you need to update UPGRADE.md? --
• Does it need to be backported according to the backporting policy? (this GH action will add "backport" label based on these file globs, if you want to prevent it from adding the "backport" label use no-backport-autolabel label) --
• Do you need to explicitly set a > Changelog: entry here or add a ci/ label to run fewer/more tests?
