Add new E2E job for volume group snapshots in KIND cluster

• Added pull-kubernetes-e2e-storage-kind-volume-group-snapshots job to run E2E tests for volume group snapshots in a KIND cluster.
• Configured job with necessary annotations and labels, targeting non-blocking presubmits and setting specific runtime configurations for storage APIs.
• Includes support for docker-in-docker and privileged mode for running the tests.

Hi @manishym. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

• key sig-storage-kind.yaml using file config/jobs/kubernetes/sig-storage/sig-storage-kind.yaml
