Recognizing the work that @dougm and @idealhack have done over the past few cycles as Branch Managers, I'd like to invite them both to become Patch Release Team members.

@dougm to start within the 1.16 cycle, and @idealhack to join starting in the 1.17 cycle.

This will give us even more coverage for patch releases and give an opportunity to audit and document the access we enable for Patch Release Team members across various systems.
