KEP-2413: Graduate SeccompDefault feature to beta

Updating the SeccompDefault feature to beta, targeting for the v1.25 cycle.

@liggitt I dropped the API awareness, so I guess there is no API review required any more

@mrunalp I added the new test plan section, which basically covers a new serial e2e test if the feature gate is enabled by default
