It would be nice to have a way to force a Controller to reconcile all objects that it manages, for example when the underlying configuration changes.

We can't just recreate the Controller, because lingering reconciliations may still keep running in the background. (We do try to cancel active reconcilers, but Tokio only lets us do that on a best-effort basis.
