Adds tests for the new flush operation. Recordings have been pushed to the
Azure/azure-sdk-assetsrepository, hence bumping the tag inassets.json.This PR also adds an effectively empty
test-resources.jsonin thesdk/redisdirectory. I found that this was necessary to run theNew-TestResources.ps1initialization script.
