• Add initial content for GSoC 23
• As we're participating GSoC part of CNCF, added information to clarify
• The ideas page is merely for collection of ideas from the community until CNCF launches their GSoC efforts. Later on, the same ideas will be moved to CNCF repository https://github.com/cncf/mentoring/tree/main/summerofcode. I prefer not to wait until then though.
