Migrating to Jazzband

According to what we agreed before on #30, I will start migrating to Jazzband.

• Done on consider transferring ownership of this repository to Jazzband community #30

Steps.

• Transferring this repository into https://github.com/jazzband .
• Treat CI & ReadTheDocs to new repository URL.
• Add jazzband bot as a PyPI maintainer
• Add jazzband bot as a ReadTheDocs maintainer
• follow https://jazzband.co/about/releases setup
• Resolve rest of issues for milestone 1.0
• Release 1.0
