Periodic check of the health of instances

• Check if the instance is up-to-date. (at least 1 month old)
• Check if the instance has a good uptime (around 90%).
• Check if the instance can still play videos.
• Check if the instance is still fast enough.

If not, alert the maintainer and ask them to do something about it. May use the matrix room for that.
