Section 6.3, paragraph 2: "it can always say that the values were
unavailable" It says this in what way? For example, does it return an exception? Should there be normative language for this?

This entire section of text is from "4.2.1.1. Reading Stable Storage", "4.2.1.3. Writing Stable Storage", and "Sharing State Across Processes"
I agree, the text in this section needs some massaging.
Further, when I was porting RFC4122 into the new layout this text was somewhat out of place, but I didn't want to drop any text without first consulting the working group.
I will create a tracker to go over that section and make sure it meshes well with the rest of the doc or remove that section completely if it no longer is relevant.
