Allow the version of the CLI image used in tekton tasks to be customized, it will still default to the version that aligns with the version of the tasks, the primary use case in allowing
cli_versionto be overridden will be in allowing us to more easily test changes to the ansible code (inside the container), without always needing new tekton tasks to be installed.
