The latest version of the Test Network sample has been updated to no longer create a system channel.
Due to this change, the original Fabric v2.2 Create a Channel tutorial no longer works with the latest version of the test network.

I've gone back to the Fabric v2.2 content and added instructions to download the correct version of Fabric Samples using the curl command so that the tutorial can continue to work.

This PR #2313, for Fabric v2.3 and master, includes a new create a channel tutorial that works with the updated fabric test network sample.
