The crash indicates that FlutterJNI is returning a nullptr SurfaceControl.Transaction. That likely indicates that we're trying to rasterize a frame before the platform view controller is setup. Potentially a startup race? At any rate, if the PVC is null that means there is no platform views - so it should be safe to create a tx on the fly.
