GLES: Enable shader depal with Vulkan fixes #11298

This ports the #11010 fix and the render-to-self fix from Vulkan, and enables by default for GLES 3.x / compatible OpenGL.

This may improve #11092 on some devices. Won't help Brave Story's self-renders, though.
