tests: migrate to framework test library #1618

Description

This PR upgrades the provider to use the provider framework testing library.

This is being done as part of a larger effort to modernize the provider, and specifically here to allow acceptance testing for several new ephemeral resources currently being implemented.

The work done here was informed by the migration guide.

Testing plan

CI results should tell us all we need to know.
