Description

The service account resource is missing an input variable enabled (or disabled). It's possible to disable a service account through the GCP console UI, but not through Terraform.
The input variable can have a default value of true, since most of the times your service account will have to be enabled.

We're aiming to use full CI/CD and require this feature for that to work. We use this feature to test whether or not a service account can be safely deleted. After the service account has been in disabled state for a while, we can remove it.
