feat: only populate one label for split-repos #248

For our split-repos, there's no need to populate all repos, instead let's populate the one label that is associated with the given repo.

For mono-repos we will still populate all labels. I have also updated the backfilling logic slightly, so that it doesn't perform hundreds of requests in parallel.
