Remove Hoe and tie gemspec to git. This will make it easier to deploy from Travis-ci.
Also remove the manifest file and task as they are not needed anymore.

Remove Hoe and switch to gcloud.gemspec for defining the gem.
The gemspec file create by Hoe is only there for convenience, and is not used to build the gem. But Travis-ci needs a valid and correct gemspec file to perform releases. Since we already use git-integration in the Gemfile for builds on Travis-ci, we might as well use git-integration in the gemspec too.
