Move the SetResourceLimit function from the MagickWand type to the package level. This does the same as MR #139 but for the ImageMagick 7.

Thanks for this. Usually it's on me to remember to cherry pick the fixes that are also compatible with the im7 branch. But this would have been overlooked. |

Move the
