Due to a bug in release-it-yarn-workspaces the dependency updates of the `packages/*/*/package.json` files were not getting saved to the repo (the published packages in NPM were correct however). This updates all of the versions to the current release, updates `release-it-yarn-workspaces` to address the problem, and also adds the top level `package.json` to `additionalManifests.versionUpdates` (so its version number will be updated properly).
