I cherry-picked the docker-improvements from #592 which addresses one of the issues identified in #572. Left wheel-building alone for now as not sure that's actually the way forward. Only things I reverted was the base image as I didn't really want to change that for a minor version (and I don't have any machines with CUDA 12 to test on).
