Description of Changes

Towards freedomofpress/securedrop#6873, documents the technical limitations we inherit from Babel's use of the Common Locale Data Repository (CLDR) and the constructed-langauge locales we therefore have to reserve for internal use.

Informs freedomofpress/securedrop#6869.

io is not available in the CLDR used in our current Babel 2.9.1, so
we'll have to use ia for now.

(eo) as a pseudolocale and Interlingua (ia) as a testing locale.  (Ido
[io] is not available in the CLDR used in our current Babel 2.9.1, so
we'll have to use ia for now.)
