Hi @glennj, I couldn't find any major typos in the repo, so I added references in Learning.md to TclTutor and TCL 9.0.

Hello. Thanks for opening a PR on Exercism 🙂

We ask that all changes to Exercism are discussed on our Community Forum before being opened on GitHub. To enforce this, we automatically close all PRs that are submitted. That doesn't mean your PR is rejected but that we want the initial discussion about it to happen on our forum where a wide range of key contributors across the Exercism ecosystem can weigh in.

You can use this link to copy this into a new topic on the forum. If we decide the PR is appropriate, we'll reopen it and continue with it, so please don't delete your local branch.

If you're interested in learning more about this auto-responder, please read this blog post.

Note: If this PR has been pre-approved, please link back to this PR on the forum thread and a maintainer or staff member will reopen it.

[the basic syntax of Tcl](https://tcl.tk/man/tcl8.6/TclCmd/Tcl.htm)
is quite easy.

For a hands-on tutorial:
- [Learn X in Y minutes: Tcl](https://learnxinyminutes.com/docs/tcl/)
- [TclTutor](https://www.noucorp.com/Self-Directed/) is an interactive TCL utility to practice TCL via lessons.

GitHub newbie question:
I can only push changes to my fork, and they're not reflected here (I assume because the PR is closed).
Do I need to raise a new PR for this, or is it possible to sync if it's opened?
(I checked "Allow edits by maintainers", in case it helps)

I also tried the github cli utility via gh pr checkout 366 but it doesn't change anything.

The "Reopen pull request" button is inactive. There's a tooltip that says something about the original branch being force-pushed or recreated.

I'd suggest abandoning this PR and create a new one.
