Don't SSR pages in dev - fixes slow dev server #3019

This appears to fix the dev server boot time
~~The regression is that now the splash screen does not appear dark in dark mode, but I think that is worth the trade off~~ Fixed thanks @zachstence

For UI or styling changes, I have added a screenshot or gif showing before & after
I have added a changeset
I have added to the docs where applicable
I have added to the VS Code extension where applicable
