When the start revision was 0, there was no way to safely watch
starting from the first store revision.

Mostly bumping the revisions in the test tables. /cc @gyuho @xiang90

can we give this a more descriptive name? like Put3TestKVs or whatever? PutTestKVs seems to be so generic.
