chore: [BREAKING to prior alpha/betas] prepare SchemaRecord for stable, lockdown exports #9697

Before, nearly all aspects of the SchemaRecord package were public. Initially this made sense: however, as we prepare to ship its clear the scope is small enough we should export from a single module and we should lockdown access to the internal symbols. This PR achieves both those thigns.
