This adds makefile targets for byte compilation and linting using package-lint.
I fixed the obvious stuff, requiring third party packages with noerror and forward declaring variables, but there's quite a lot of stuff remaining.
To run it, install cask, run
caskin this directory, and then run the makefile targets.
