Kibana version: 7.9.0-SNAPSHOT

Elasticsearch version: 7.9.0-SNAPSHOT

Original install method (e.g. download page, yum, from source, etc.): Docker

Describe the bug:
Unable to create an index pattern if there is no matching indices in the local cluster.

Steps to reproduce:

  1. In Kibana, go to Management --> Index Patterns
  2. Create an index pattern *:metricbeat-*
  3. No matching indices warning is displayed

Expected behavior:
A CCS based index pattern can be created regardless if the local cluster has a matching index or not.

This seems to work fine after the remote cluster was upgraded from 7.8.0 to 7.9.0-SNAPSHOT.
