Description of the Change
Add a file summarizing all the resources used by the Eiffel Community
Alternate Designs
We have some information in various files such as:
but these do not provide a good overview and tracking of why we used it.
Benefits
By introducing a file tracking all used resources we can track what resources we use and also why we started using them by stating the reason via the PR updating the file.

Might seem a bit extra administration
