Selenium: fix unstable selenium tests, add info about known issues

What does this PR do?

This PR:

• add info about known Unexpected fail of CreateWorkspaceFromNodeStackTest selenium test #11419 issue to CreateWorkspaceFromNodeStackTest test
• change CreateAndDeleteProjectsTest selenium test to check project deleting in separate method
• change Unexpected fail of selenium tests from 'refactor.types' package  #11779 issues status from random to permanent failure in selenium tests from refactor.types package
• change The editor tab closes after performing refactor/move action in the editor by context menu #11697 issue status from random to permanent failure in ContextMenuEditorTest selenium test
• change info about known issue in GolangFileEditingTest test from [Language server] The Refactor -> Rename feature does not work for Golang language server #10524 to Fix rename operation availability for golang language server #11907.
• check that all notification are closed after workspace is started in CreateWorkspaceFromJavaTheiaDockerStackTest test
