add missing Python dependency for HPDBSCAN to fix unresolved %(pyshortver)s template

Without this fix, the Python bindings are being installed in a literal lib/python%(pyshortver)s/site-packages subdirectory (which is not caught by the sanity check, because %(pyshortver)s is consistently remaining unresolved...)
