Fix quick search links in develop and 3.1 documentation in quicksearch.rst file.

Expected Behavior

Quick search links listed on these pages:
https://dtcenter.github.io/METplus/develop/Users_Guide/quicksearch.html
https://dtcenter.github.io/METplus/3.1/Users_Guide/quicksearch.html
https://dtcenter.github.io/METplus/latest/Users_Guide/quicksearch.html
should take users to the appropriate search page, but now they just take them to a blank page.

1. Go to: https://dtcenter.github.io/METplus/develop/Users_Guide/quicksearch.html. https://dtcenter.github.io/METplus/3.1/Users_Guide/quicksearch.html, and https://dtcenter.github.io/METplus/latest/Users_Guide/quicksearch.html
2. Click on the links.
3. See that they currently go to a blank page (or once fixed, that they go to the proper search page).
