Eventstore monitoring over HTTP

NOTE: NOT ready for production!!!

Configuration

stats	sys_cpu	Expects system cpu usage to be less then n percent. (default: 90%)	✅

stats	proc_cpu	Expects process cpu usage to be less then n percent. (default: 90%)	✅
