This brings over the fixes for
Vector###<-->Vector<T>conversion with 512-bitVector<T>from #111472 to simplify review since the other PR includes a JIT/EE GUID change.It also cleans up a few unnecessary special intrinsic imports and confusing or redundant asserts.
