I would guess this actually isn't doing very much. Perhaps things have changed since Bruce last looked. We probably need to rework loop inversion on top of the loop package. |

Closes #50204. Based on discussion in #105041, since more aggressive block compaction is increasing the prevalence of top-tested loops, we should enable inversion of such shapes.
