Remove Build Tasks that are now implicitly included #6130

Description of Change

These packages seem to now be implicitly included so are getting a "double packagereference" exception

1>C:\Program Files\dotnet\sdk\6.0.300-preview.22204.3\Sdks\Microsoft.NET.Sdk\targets\Microsoft.NET.Sdk.DefaultItems.Shared.targets(152,5): warning NETSDK1023: A PackageReference for 'Microsoft.DotNet.Build.Tasks.Packaging' was included in your project. This package is implicitly referenced by the .NET SDK and you do not typically need to reference it from your project. For more information, see https://aka.ms/sdkimplicitrefs
