chore: Add published package tests to nightly build workflow #10403

This PR intended to add tests for published nightly package to detect regression that reported at #10398

By adding test-nightly-package steps.

Install latest prerelease package from GitHub Packages
Run docfx commands on samples/seed directory

Other changes

Add workflow_dispatch: trigger for manual workflow invocation.
